SVC-Runner Introduction

SVC-Runner provides an efficient ITEG-made runtime infrastructure for applications and libraries implemented as Java 17+ modules.

It replaces the OSGi-Runner which had grown way too fat and sluggish (in part due to an enormous number of class loaders) and too dependend on 3rd party libraries that fell out of love and sometimes security support.
